(11) And in the solemnities.--The new rules for the proportion of the meat offering, as laid down in Ezekiel 46:5; Ezekiel 46:7, Ezekiel 45:24, are here repeated for the feast days; and it is added that the same is to hold for all established seasons, a different proportion being prescribed only for the daily sacrifice (Ezekiel 46:14).

Verse 11 specifies the meat (or, meal) offering which should be presented in the feasts (חַגּים), or high festivals, as the Passover and Feast of Tabernacles, and in the solemnities (מועֲדִים), or appointed feasts generally, viz. an ephah to a bullock, and an ephah to a ram, and to the lambs as he is able to give (comp. vers. 5, 7), with a hin of oil to an ephah. This is the same meat offering as was appointed for the new moons (see ver. 7), but slightly different in quantity from, though the same in principle as, that stipulated for the seven days of the Passover (Ezekiel 45:24).

46:1-24 The ordinances of worship for the prince and for the people, are here described, and the gifts the prince may bestow on his sons and servants. Our Lord has directed us to do many duties, but he has also left many things to our choice, that those who delight in his commandments may abound therein to his glory, without entangling their own consciences, or prescribing rules unfit for others; but we must never omit our daily worship, nor neglect to apply the sacrifice of the Lamb of God to our souls, for pardon, peace, and salvation.And in the feasts, and in the solemnities,.... Or, "appointed times" (l); for public worship, for the ministration of the word and ordinances, which are feasts and solemn seasons; See Gill on Ezekiel 45:15. Kimchi observes a difference between these two; and that though all feasts are called solemnities, or fixed seasons, Leviticus 23:4, yet there are some solemnities that are not feasts, Genesis 1:14,

the meat offering shall be an ephah to a bullock, and to the lambs as he is able to give, and an hin of oil to an ephah; the same to be done on all feasts and solemnities as on the sabbath day; See Gill on Ezekiel 46:5.
